Hammond ‘scrapped plan to pay off deficit by 2025 to fund budget bonanza', says think tank

CHANCELLOR Philip Hammond has scrapped his target of wiping out Britain’s budget deficit by the mid-2020s, the director of the Institute for Fiscal Studies think tank has said.
